Engagement Overview


NITI Aayog collaborated with Singapore Cooperation Enterprise (SCE) via two MoUs to leverage Singapore’s expertise in the areas of urban-sector planning and development for facilitating urban rejuvenation in India. The following areas were identified for collaboration:

  • Urban Planning

  • Wastewater Management

  • Solid Waste Management

  • Public Financing (Public-Private Partnerships)

Highlights/Achievements

 

Phase 1 of ‘Urban Management Programme’

Phase 1 of the ‘Urban Management Programme’ was launched in April 2016, with the objective of building capacities of urban local bodies and parastatal bodies. The programme covered seven states: Tamil Nadu, Andhra Pradesh, Maharashtra, Gujarat, UP, Delhi and Assam. The four critical areas identified were: (i) urban planning and governance (ii) water and wastewater (iii) solid waste management (iv) public financing (PPP).
 

Under the programme, three knowledge-sharing workshops were organised, wherein experts from Singapore interacted with officials from the States. During November 2016, a field visit was organised for participants from the States to Singapore. Three advisory sessions were also held in New Delhi in January 2017.
 

The closing ceremony for the programme was held on 20 January 2017 and chaired by Dr Bibek Debroy, Member, NITI Aayog. The participants presented the following four strategic baseline frameworks for addressing key challenges in the urban sector:
 

  • Strategic Baseline Framework for Water Recycling

  • Integrated Solid Waste Management Framework

  • Baseline PPP Framework for Urban Management Projects

  • Integrated Urban Data Framework

 

Phase 2 of ‘Urban Management Programme’

The second phase of the Urban Management Programme (Water Recycling and Reuse) in collaboration with SCE was launched on 26 November 2018. Eight States and UTs—Chhattisgarh, Karnataka, Meghalaya, Puducherry, Punjab, Tamil Nadu, Uttar Pradesh and West Bengal—were selected through the challenge method to participate in this programme.
 

Under the programme, three knowledge-sharing workshops were organised, wherein experts from Singapore interacted with officials from the States. In June 2019, a field visit was organised for the participants from the States to Singapore. An additional workshop was also organised in NITI Aayog on 17 May 2019, wherein an interaction took place between the industry and the participants from the eight States/UTs.
 

The participant States were requested to submit their proposals for undertaking a pilot project for recycling and reuse of water for any of the cities in their states. Twelve proposals were received (Karnataka submitted 5 proposals). ‘Water Recycling and Reuse Project of Capacity 15 MLD in Ballari’ by Karnataka Urban Water Supply and Drainage Board was selected.
 

Three reports'Feasibility Report', 'Preliminary Design Report (Ballari Recycled Water Treatment Plant)' and 'Model Project Document (Delivery Options & Model Document Report-Ballari Recycled Water Treatment Plant)'were submitted by M/s Jacobs (experts from Singapore) and circulated to all States/UTs by NITI Aayog.
 

Workshops

Workshop on Recycled and Reuse of Water for Drinking and Non-Drinking Purposes (27–28 November 2018) in New Delhi

 

 

The workshop focused on used water treatment technologies; a framework for feasibility evaluation of water-reuse projects; Singapore's integrated and closed-loop water management approach; stakeholder engagement, public education, outreach and engagement programmes; among others.

 

Workshop on Recycled and Reuse Water Management–Development of Preliminary Design for Water Recycling Plant (20–21 February 2019) at New Delhi

 

 

The workshop focused on developing a preliminary design for an advanced recycled water treatment plant; product water integration and quality for various intended end uses of recycled water; Singapore's approach towards developing recycled water as a sustainable resource; digital innovation in the waterscape; among others.

 

Workshop on Water Recycling and Reuse: Interaction between the States and the Industry (17 May 2019) at New Delhi

The workshop focused on aligning the industry to water recycling and reuse; best practices/technology available in the sector in India; challenges in the sector and the role of industry; and PPP prospects in the sector.

 

Workshop cum Field Tour to Singapore (24-27 June 2019)

The workshop focused on understanding Singapore’s approach towards integrated water resources management, water demand management, and non-revenue water management. Discussions were held on the public utility board’s approach and framework for PPP project delivery; among others.

 

Workshop on Development of Delivery Options and Model Documents for Project Implementation for Water Recycling Scheme and Programme (5-7 November 2019) in New Delhi

 

 

The workshop focused on the Ballari Pilot Project; digital innovations in the infrastructure space; project planning and stakeholder management; presentation by the States on their respective pilot projects; among others.

Phase 1
 

Strategic Baseline Framework for Water Recycling

This framework addresses the environmental, social, economic and technical aspects as well as the delivery options for implementing a successful water recycling programme. It considers a wide range of established and emerging water-treatment technologies.

 

Integrated Solid Waste Management Framework

The framework provides a roadmap to planners, citizens, communities and other key stakeholders for the successful development and implementation of an integrated solid waste management plan. It has been designed to help regional and local governments develop implementable and affordable approaches to solid waste management.

 

Baseline PPP Framework for Urban Management Projects

This report serves as a baseline PPP framework for government officials to facilitate the States and urban local bodies to implement the urban rejuvenation mission in their respective jurisdictions. It also provides a checklist of various aspects for developing any urban management project via a stepwise planned process.

 

Integrated Urban Data Framework

The strategic baseline framework recommendations are prepared to understand the data landscape in the Indian urban domain. The recommendations provided in this document serve as a guide to developing specific objectives and goals for urban data management in government agencies of India.

 

Phase 2

 

Feasibility Study Report of Ballari Recycled Water Treatment Plant

The study aims to develop a concept design for treatment options and configurations for recycled water treatment plants. It includes the introduction and application of advanced recycled water treatment technology, preliminary sizing, and cost implications, etc. A high-level and broad qualitative study of product recycled water has also been carried out, along with a discussion on the project delivery model.

 

Preliminary Design Report of Ballari Recycled Water Treatment Plant

The report aims to develop feasibility studies and concepts for treatment options and configurations for recycled water treatment plants. Following further technical and engineering design investigations, a Preliminary Design Report was prepared to outline the pilot project in Karnataka. This report outlines the following key components of the proposed water-recycling scheme:

  • Process flow diagrams

  • Estimates of electrical power and chemical consumptions

  • Estimates of capital and operating costs

 

Model Project Document (Delivery Options and Model Document Report: Ballari Recycled Water Treatment Plant)

The report provides an overview of critical legal, financial and commercial issues related to water sales under a recycled water reuse project. It also highlights the importance of the safeguards to be adopted in case of defaults by the concession company and termination of the contract between the concession company and the water utility when the concession company is insolvent.
