The Agriculture Policy Division supports the agri-led transformation through evidence-based policy guidance, strategic reviews, and collaborative engagement at national and state levels. It facilitates documentation of best practices, inter-ministerial coordination, and analysis of key policy and budgetary frameworks. Additionally, the Division coordinates inter-ministerial efforts to fast-track sectoral interventions under the vision of Viksit Bharat.

Policy Design and Analysis
The Division spearheads agri-led transformation in selected States through strategic policy design and analysis. It undertakes critical appraisal of EFC/SFC proposals, Cabinet Notes, and other high-level communications, ensuring alignment with national priorities. In close coordination with line ministries, it contributes to the formulation and acceleration of targeted interventions, while also providing evidence-based feedback on the implementation and impact of Central Schemes to support the vision of Viksit Bharat.
Research and Knowledge Exchange
The Division undertakes the systematic analysis in areas such as agricultural performance and its drivers, crop and agricultural diversification, public-private partnerships, agricultural marketing, price support policies, agricultural trade, post-harvest management, women’s empowerment, and governance reforms for evidence-based policy making. The division undertakes visioning and scenario analysis to capture the effect of economic, environmental, and technological developments on future of agriculture. It facilitates the organization of thematic working groups on emerging agricultural policy issues and contributes to the preparation of relevant analytical and advisory documents. In addition, it supports the examination of priorities across key sectors including animal husbandry, fisheries, cooperation, infrastructure, logistics, warehousing etc.
Fostering Dialogue and Driving Strategic Agricultural Growth
The Division actively represents NITI Aayog across international, national, and regional platforms to foster informed dialogue and build a nuanced understanding of the Government’s agricultural policies and initiatives. In parallel, it helps in developing innovative, budget-aligned strategies for the agriculture, livestock, and fisheries sectors, tailored to enhance resilience and growth.
State Engagement and Sectoral Monitoring
The Division closely monitors emerging trends, structural shifts, and underlying dynamics in the agriculture and rural economies across States, with a focus on identifying challenges and opportunities at the grassroots level. Through continuous engagement with State governments, the Division evaluates ongoing interventions, facilitates consultations on key policy matters, resolves implementation bottlenecks in coordination with Central Ministries, and tracks the progress of flagship schemes aimed at enhancing agricultural competitiveness and rural livelihoods.
