Model Concession Agreement (MCA) for Operation and Maintenance of
Electric Buses in Cities (OPEX Model) in PPP mode

The National Institution for Transforming India (NITI) Aayog, Government of
India, has taken an initiative to provide a Model Concession Agreement for
introducing Electric Buses in cities for Public Transportation on OPEX (per km
basis) in Public-Private Partnership (PPP) mode.

In this respect, a model document has been developed based on international
best practices, with a view of providing cleaner, more efficient and affordable
public transportation. Under this model, the concessionaire shall be required to
incur the necessary capex for procurement of electric buses, and operation and
maintenance (O&M) infrastructure, while the authority shall incur operational
expenditure on per km basis. The objective being to provide O&M efficiency of
city bus fleet for the Authority, while ensuring bankability of the project for the
private sector.
A draft MCA was uploaded on the NITI Aayog website in September 2018, inviting
comments from stakeholders; followed by a stakeholders’ conference on 12
October 2018 at NITI Aayog, to discuss the draft MCA and the comme nts/
suggestions received.
In light of the discussions and the inputs received from the stakeholders, Central
Government, and State Governments, the ‘Model Concession Agreement for
Operation and Maintenance of Electric Buses in Cities (OPEX Model)’ has been
finalised and is now available on the website of NITI Aayog
(https://www.niti.gov.in).
The document would be useful in developing city -specific concessions for
introduction of Electric Buses in cities, enabling the Government’s plan to push
zero emission vehicles and achieve significant electrification of vehicles by 2030.
