Infrastructure Connectivity - II

Overview

The Infrastructure Connectivity-II Division deals with matters relating to the Ministry of Ports, Shipping and Waterways (MoPSW), Ministry of Civil Aviation (MoCA) and the Department for Promotion of Industry and Internal Trade (DPIIT). The Division provides policy inputs and technical support on issues concerning ports, shipping, inland waterways, civil aviation, logistics and multimodal connectivity. It also facilitates inter-ministerial coordination and contributes to the formulation, appraisal and monitoring of policies, programmes and initiatives aimed at strengthening infrastructure connectivity and improving logistics efficiency in the country.

The Division supports the implementation and monitoring of key national initiatives, including PM GatiShakti National Master Plan, the National Logistics Policy, Viksit Bharat@2047, and other policy and regulatory reforms in the infrastructure sector. The Division also undertakes analytical studies, stakeholder consultations and sectoral reviews to support evidence-based policymaking and integrated infrastructure planning.

Core Functions
  • Facilitate policy formulation and advisory support for Ports, shipping and Waterways, Civil Aviation and Logistics Sector.
  • Appraise SFC/DIB/EFC/PIB/EBR/PPR proposals, Cabinet Notes and major infrastructure investment projects/ multilateral investment and schemes.
  • Provide policy inputs and recommendations to Line Ministries through discussions, analytical studies and policy papers.
  • Support implementation and review of PM GatiShakti National Master Plan and the National Logistics Policy through inter-ministerial coordination and evidence-based policy inputs.
  • Support outcome-based monitoring and infrastructure review mechanisms, including reviews chaired by the Hon'ble Prime Minister.
  • Facilitate evidence-based decision-making and inter-ministerial coordination on transport infrastructure sector.
