Governing Council Secretariat and Coordination
Overview

The Governing Council of NITI Aayog comprises the Prime Minister of India; Chief Ministers of all the States and Union Territories with Legislature; Lt Governors of other UTs; Ex-Officio Members; Vice Chairperson, NITI Aayog; Full-time Members, NITI Aayog and Special Invitees. First constituted in February 2015 and reconstituted in February 2021, the Governing Council embodies the objectives of cooperative federalism and presents a platform to discuss inter- sectoral, inter-departmental and federal issues to accelerate the implementation of the national development agenda.

So far, ten meetings of the Governing Council, chaired by the Hon’ble Prime Minister, have been held and facilitated shaping India’s development agenda collaboratively.

Core Functions
  • It coordinates the meetings of the Governing Council of NITI Aayog including preparation of minutes of the meeting; follow up with Central Ministries/Departments and State Governments with respect to the action points; preparation of action taken report on the decisions taken in the Governing Council Meetings.

  • Coordinates with all subject matter divisions and units of NITI Aayog.

  • As a coordination focal point, GCS organizes weekly Senior Officers meeting (SOM) and Senior Management Council (SMC) under the chairmanship of Vice Chairperson, NITI Aayog including issue of meeting notices, preparation of agenda notes as well as minutes of the meeting.

  • Collates the information from all the divisions and units of NITI Aayog for preparation of monthly D.O letter to Cabinet Secretary and the Council of Ministers, highlighting the achievements of NITI Aayog.

  • Acts as the nodal Division for coordinating the matters related to Annual Report of NITI Aayog for circulation in the Parliament.

  • Other Important works being handled by the GCS include Parliament Questions, Standing Committee matters, RTI queries, CPGRAMS grievances and VIP references pertaining to GCS.
